Project FAIR

Project FAIR

The project FAIR deals with the problem of radicalisation* islamic, with a special attention to the penitentiary system, in an attempt to:

  1. Create an internal system alert to immediate put into practice by the operators of the prisons, so that we see the signs of radicalisation at an early stage, and
  2. Develop a model for an alternative method to holding the traditional that provides programs of disengagement and the rehabilitation of prisoners extremists.

The main objectives of the FAIR are:

  • Prevent and discourage the process of radicalisation and recruitment of european citizens and foreigners resident in the countries involved in the project on the part of terrorist groups affiliated to ISIS
  • Promote behaviors of detachment from these positions, in people more radicalized inside the prison.

The FAIR includes actively in the following groups (target of intervention) through various activities:

  • 170 PROFESSIONALS WORKING IN THE PENITENTIARY SYSTEM
    (police, prison, social workers, medical workers, volunteers, religious representatives, lawyers) are involved in discussion groups and in a training program for operators of prisons (WP4) to improve their skills and abilities and to establish a system of alarm that can identify and monitor the process of radicalisation within the prison. The program is based on the analysis of the best practices to prevent and combat violent radicalisation and on the mapping of the needs of the operators of the prison (WP3). The program includes two web-based tools: a platform with resources and useful materials and an online service consultation to operators, both promoted through the social networks and dissemination events in the 9 participating countries (WP2).
  • 50 PRISONERS
    radicalizzati in a full-blown and vulnerable to recruitment of terrorist are involved in a rehabilitation programme in 8 european countries (HU, IT, LT, MT, NL, PT, RO, SI).
  • 162 STAKEHOLDERS
    of the judicial system and institutions are involved in the discussion of an alternative model of detention the rehabilitation of prisoners radicalizzati (WP5) in order to reach agreements that allow for greater feasibility in the prison system.

PARTNERSHIP

The FAIR brings together 10 partners from 9 european countries under the direction of the Foundation of the New Village of the Child (EN) that has experience in the management of NGOS, rehabilitation and relocation of persons with dependency problems in the labour market, training, research and mediation in the juvenile criminal system, the activity of autobiographical writing to prisoners, and supervision of services for unaccompanied foreign minors. FNVG manages the project FAIR, and guide the preparation of the model of a center-alternative to detention the rehabilitation of prisoners radicalizzati.

The development of the content of the project is managed by 3 research and education institutes: Arq Psychotrauma Expert Group (NL), an expert organization in research and recovery post-trauma, which will guide the analysis of the needs of the staff of the prisons and the analysis of european best practices on measures to prevent and combat violent radicalisation, in collaboration with the European Institute for Crime Prevention and Control, affiliated with the United Nations - HEUNI (FI), that promotes the international exchange of information on control and crime prevention. The third partner to take care of the part of content is theUniversity of Malta (MT) that works with the prison Corradino, in the context of a program of education and rinserimento for the prisoners; the inside of the FAIR, the University manages the discussion groups with the stakeholders and the creation of the training programme for the operators of the prisons.

The content of the project will be disseminated through the web platform shared and the online consultation service, both developed by EuroCoop, Institute for European Research and Development (), an expert in the creation of several ICT solutions for groups identified as particularly vulnerable, particularly detainees and Roma. The euro coop works in close contact with the partner responsible for the dissemination of the project, Social Innovation Fund – SIF (LT), a non-profit organization with experience in reception centres for prisoners outside the prison and experienced in psychological support to groups at risk such as prisoners and migrants.

The training program and the web platform for the collection and consultation of the materials will be prototyped by 4 partners: DARTKE (HU), which mainly deals with research on the changes and social transformations to improve the socio-economic conditions in the southern region of the Great Hungarian Plain, in close collaboration with the academic world; Trebnje centre for Education and Culture - CIK Trebnje (SI), which manages educational programs for adults and the disadvantaged, especially the Roma; the Center for Promoting Lifelong Learning - CPIP (RO), specialized in vocational training for staff of the penitentiary system, teachers and social workers; and finally, the Associação Portuguesa Conversas de Psychology - APCdP (PT), which has developed a programme focused on soft skills for the inmates of the prisons the Portuguese to improve their life inside and outside the prison.

THE RESULTS OF THE PROJECT FAIR

The project will be built starting with the COLLECTION OF BEST PRACTICES in Europe (EN, FI, HU, IT, LT, MT, NL, PT, RO, SI) on the measures of preventing and combating radicalisation the islamic prisons, and a report on RISK INDICATORS (EN, FI, HU, IT, LT, MT, NL, PT, RO, SI) to locate the inmates radicalizzati and the inmates at risk of radicalisation, which contains elements, attitudes, behaviour useful to identify a prisoner at risk.

The staff of the prisons will be involved in the analysis of the needs of the operators of the detention centres with respect to the prevention and/or management of the phenomenon of radicalisation, from which you will create a REPORT ON the ANALYSIS OF the NEEDS OF the OPERATORS (EN).

Will elaborate COMMON GUIDELINES to follow in order to analyze the needs of the staff of the prisons working with inmates at risk of radicalisation.

The PROGRAM OF PREVENTION AND REHABILITATION (EN, FI, HU, IT, LT, MT, NL, PT, RO, SI) for prisoners will allow operators to prevent radicalisation and help the inmates to move away from the positions of radical, accompanying them in a gradual transition to the release.

Important support materials, collected during the preparation of the above-mentioned documents, will be made available on the WEB PLATFORM in 10 languages.

Round tables with stakeholders and decision-makers will be facilitated in all the involved countries to better define the specific situations and needs related to each national context. To do so, will be prepared a REPORT OF the DISCUSSION GROUPS (EN).

170 operators of prisons from 9 countries will be involved in the TRAINING PROGRAM FOR OPERATORS (EN, FI, HU, IT, LT, MT, NL, PT, RO, SI) to strengthen the knowledge and capacity of the operators to relate to, and identify the drivers of radicalisation in prisons.

The ONLINE CONSULTATION SERVICE in all languages of the partner countries will provide explanations and insights to better guide the operators trained.

The process will be evaluated through an EVALUATION GRID (EN, FI, HU, IT, LT, MT, NL, PT, RO, SI) and the results will be exposed in an EVALUATION REPORT ON the TRAINING PROGRAMME FOR THE OPERATORS OF the PRISONS (EN, FI, HU, IT, LT, MT, NL, PT, RO, SI).

Will be implemented a FEASIBILITY STUDY OF A DETENTION CENTER ALTERNATIVE (EN, HU, IT, LT, MT, NL, PT, RO) to study the benefits arising from the creation of a reception centre outside the prison, intended for prisoners radicalizzati and at risk of radicalization, in which the accompany through a program of disengagement and re-inclusion in society.

12 NATIONAL PROTOCOLS (EN, HU, IT, LT, MT, PT) will be drawn up together with the key institutions for the creation of a centre of detention alternative in the participating countries.

The EVALUATION REPORT OF the PILOT PROGRAM OF PREVENTION AND REHABILITATION (EN, HU, IT, LT, MT, NL, PT, RO, SI) will present the results of the testing of the program, collected through a common methodology.

The project FAIR will reach 10.000 citizens, 1.110 operators of the prisons, and 20 stakeholders through the project website, the profiles Facebook and LinkedIn, and adopts a COMMON PACKAGE OF VISIBILITY , including the project logo and the graphic layout.
